You can cancel if it hasn’t been shipped. If its in transit you normal have to wait till it arrives and request a return/refund. Depending on the reason and your buy vs return rate amazon will issue a return label/process for you.
Trying to cancel mid transit is tricky, you won’t have much luck via 3rd party sellers, but Amazon warehouse supplied stuff you can sometimes cancel delivery enroute, but there has to be a reason that they will decide to accept or not.
