I would like reiterate that it is the culture that is the problem. It does not matter if you pass the best policies if they are not enforced. It doesn’t matter if the law says everyone is equal when the reality is some get unequal representation and preferential treatment.This is the real conodorum we are facing and it is all about who we are and not the systems we are flaunting.
