This is a RCA remote I bought from Walmart. It seems to require a proprietary app. Has anyone had any luck with this device or similar devices?

Edit: They don’t exist anymore (since 1987), other companies are just selling their stuff using the RCA trademark.

if your using the Pi on a TV you should be able to use your TV remote through CEC
My TV doesn’t support CEC
The app is for your phone, it’s probably just to share the wifi password to get it on network.
If you already have the remote, just try the app.
You said it doesn’t work on Bluetooth but is show Bluetooth support multiple places on the packaging. I assume the app is ment to set up the remote not to run the remote.
Blutooth is just for configuration. You can’t actually control anything with it
In the old days (before CEC), I used to program in new remote controls (I moved a lot) using LIRC and a IR sensor.
I’m assuming that this remote has IR but I don’t know if you can use that as an input device via Bluetooth.

I didn’t work and I just returned it. A wireless keyboard and my phone work fine
I just use Yatse for the most part, the remote barely gets used.

Did you get it working? Walmart site looks like the app has two purposes:
- find the remote if you lost it
- program the infrared patterns to control TVs

That sounds like a normal bluetooth input device, that part should generally work. Programming the infrared without the app might not work, but it should be fine to use it in combination with the regular TV remote.
