If I am not buying fish then even by a miniscule amount the demand has decreased.

if the global fishing hasn’t decreased due to your tactic, then another tactic might be necessary
The point is that there are 8 billion people on the planet, and no amount of personal responsibility will resolve the problem. Legislation and enforcement are the only way to resolve this issue.
