Seems kind of insulting to hold the announcement in the state of one of the contenders and not choose them. I suppose it could signal that even though she didn’t choose Shapiro it doesn’t mean they don’t prioritize PA. Feels like a stretch though.
A more mundane reason for the location (if it’s not Shapiro) is that this is going so fast they don’t have the ability to change Harris’s plans for a symbolic reveal. It’s entirely likely these things were already in motion before a decision was even made. They just don’t have the time to change which state they start their tour in.
I didn’t know, I think the fact she’s doing this in PA might mean that Shapiro got the nod.
