I am not a fan of the show so I can’t say what she does, but I also think animation can get away with a lot that live action can’t. Mabel in Gravity Falls is also “boy crazy” and way too clingy to boys who aren’t especially attracted to her, which is fine because she’s an animated 12-year-old and not an actual 12-year-old. I think people would not be cool with the latter.
Generally you’re correct, but Tina Belcher is the 13 year old Lwaxana exception that proves the rule.
