First act after an install is shut off its notifications. If it is nonremovable preinstalled bloatware it gets disabled wherever possible

      • Install app
      • Open app
      • Decline notifications permission.
      • Use app for what I need
      • Close app
      • Open app when needed.
      • Oh, you asked for notification permission again? Uninstalled.

I don’t understand what is so hard about it. I’ve already said no to the request. Don’t ask again.

the lack of an option to disable notifications by default infuriates me

iOS disables by default but gives the app limited ability to prompt for permission.
