It makes enforcement of the law compatible with individual privacy, since the only data the agency would get is from people who willingly offer it. I may disagree with you on the definition of CSAM (e.g. pictures of actual kids vs AI-gen and human drawn images), but I absolutely think honeypots are the right way for police to enforce the law.
