A five sentence article isn’t much to go on, but what do homeowner think is going to replace that revenue? Increased income tax? Increased sales tax, which are very regressive especially to lower income folks?
if it happens this time (similar proposal failed a dozen years ago), they’re screwed. they have no plan at all to make up for the lost revenue source. napkin math says it’s over $1500 per person, per year to make up.
they got new term limits for the state legislature and governor now (measure voted for two years ago), too… so you’re gonna have a bunch of rookies trying to sort out the mess.
But every likely scenario will affect them. I don’t see how they can think there isn’t a scenario that won’t affect them personally. A state can’t just carve out a huge hole in its income stream that pays for services without massively impacting the residences either by reduced services, or increases in other revenue generating methods. Is that just lack of imagination on their part?

I would be willing to bet the answer to that question in their minds is “Not my problem, as long as the solution doesn’t affect me”.
