I’m reading that differently with the additional preceding quotes from the article:

“I like to give a long — the weave,” Trump said on The Joe Rogan Experience. “But when you do the weaves, and you have to be very smart to do weaves, when you do the weave, look at this, just in this one thing, we’re talking about little pieces…”

“Gotta get it back home,” Rogan interjects.

“No no, it comes back home for the right people,” Trump continued. “For the wrong people, it doesn’t come back home and they end up in the wilderness, right?”

Here’s what I’m seeing him trying to communicate [paraphrasing of course]:

“I would prefer to use actual racist or clearly illegal incendiary language, but I understand that’s a bridge too far for most everyone. However, using racist ‘dogwhistles’ can still get my toxic message through to those that are looking for it. Those that aren’t racist won’t understand and will just be confused by what I’m saying and the way I’m saying it. This lets me rile up my base without facing legal charges or turning off the more centrist voters that are holding their noses and voting for me anyway with how horrible a person and candidate I am.”
