It’s possible they saw him, but couldn’t chase him because… well… no tires.
They forgot Rule One.
I was going to make a cop fat donut joke. But then I was thinking the guy probably isn’t running on foot with four tires, so he is probably in a car. Which is hard to chase on foot even if you’re Usain Bolt.
