I don’t get it? Did you read it? You can just not do anything and you will get .23 less next time. Some probably got more overpaid and this is for them
OP apparently thinks that every single case is handled manually by a person looking at the amount you owe, then manually typing out this long ass mail.
It’s not that hard to write an exclusion below a certain amount

Quite possibly. Payment processing is not free or effortless, not to mention preventing moments like this where you look petty going to all this trouble to ask for less than a quarter of a dollar.
Then they’d need to set an arbitrary cutoff amount, why bother with that?
