Again, I call everyone’s attention to D.C. v. Heller (2008). The militia bit has been effectively discarded.
As for how it was intended, perhaps the Founding Fathers thought a standing army was bad so maybe there should be a strong militia ready to defend the US at all times. But that notion was put to bed pretty quickly when America got absolutely pummeled in the War of 1812, in which Washington, D.C. got pillaged and the White House torched and everything.
