That much money to protect one person? Something smells fishy. The article mentions that he has a detail of a dozen Federal Marshals protecting him. Even if that is warranted, I doubt those Marshals are costing over $1M/yr each.
This is a grift, pure and simple, just like everything else this administration does. Poke into this further, and I guarantee you will see that a lot of his personal friends and relatives are all getting a piece of that money through no-bid contracts and no-show consulting gigs.
