I think that’s only if you are registering to vote in a different precinct, if you aren’t already on the voter rolls in that area. Basically whenever you move. I’m not sure how other countries handle it when you move.
But they ‘purge’ voter rolls all the time. Especially red states in areas they think will vote dem. Then you have to register and then they can now disqualify most married women.
Your country probably requires voter ID if you aren’t from the United States…
