I mean it both is and isn’t. It does help small countries from being steamrolled by the bigger ones, so it was easier to get countries to join knowing that they would not be overruled by Germany, France and Britain.
The assumption was that you would have rational actors in place that wanted to do good for their people.
It’s been working well, mostly.
But also yeah, it’s frustrating to see one or two bad actors mess things up.
Individual countries can still act though, it just won’t be an EU coordinated thing.

Yeah, no reason why 25 or 26 countries can’t coordinate to do exactly what they were planning via the EU. And more still.
