Nope, it’s a car here in Denmark and requires a drivers license same as a car. We have slightly smaller versions that can be used with a moped license. Of which we have 2 categories that do not count for motorbikes. Moped 30 km/h and moped 45 km/h and the motorcycle.
To drive this in EU without a drivers license for a car is only a regional option. So this too is taxed like a car here, but being electric it only has sales tax. As electric vehicles below 40k € are tax exempt.
