Did they ever officially explain the shuttle situation away by claiming Voyager had industrial replicators on board? I vaguely remember something about it in Lower Decks.
Went to Memory Alpha and looked up industrial replicators (mentioned on DS9), which led me to vehicle replicators (used in PRO), then this little note at the bottom of the page:

According to showrunners Kevin and Dan Hageman, the Vehicle Replicator was inspired by the situation on Star Trek: Voyager where the ship somehow had so many shuttles over the years. They reasoned that Starfleet’s food-making replicators could be scaled up to create things the size of shuttles and the Runaway. Side note - Runaway? Did they (kevin and dan) seriously screw up Runabout because of the name of a disco episode?
It’s the name of the ground vehicle.
