I’m wondering if that is all fluff. Or phones constantly report to Google/Apple Wi-Fi and Bluetooth MACs.

They could just scan what devices operate on that location and have Google/Apple report which users were near them at given time.

Apple devices rotate WiFi and Bluetooth MAC addresses for security, I assume Android devices do the same.

I’m taking about them reporting what’s around. Having that kind of information you can easily track who visited specific location at specific time.

What value would there be in reporting what’s around if what’s around is all disposable, ephemeral, rotating addresses?

Nope. And it was likely not a McDonalds employee but an algorithm that pinned him, they just don’t want people to know that.
