Interesting thought; I believe the number of instances is more representative, for the sole reason that mastodon social (the “default” instance of Mastodon) is a huge instance with millions of accounts and is already blocked by pretty much every other instance due to awfully meager moderation. Percentage of instances is meaningless without knowing their representative size in the overall context of the fediverse.
