I don’t consider racism abnormal since it’s so common, or a mental illness; racism is a frightened, prejudiced reaction to differences. Offensive and unwelcome, but very common in a normal state of mind. I guess you could say the rant was insane, because he doesn’t seem to understand the consequences of being so openly racist. But it isn’t like you have to be in a mental institution to hear a racist rant.
Something being expected does not make it sane.
