“The reforms would restrict any future administration — including a second Trump one — from unilaterally sending troops into American cities using the centuries-old Insurrection Act.”

    I’m unclear if this makes it easier or more difficult to do an insurrection. What am I missing?

      Present law allows the President to declare an insurrection (rebellion) and activate US troops to put it down. Under this proposal, the President couldn’t order troops into US states but must go to Congress for authorization, similar to what Lincoln did when raising an army against the South.
