In the second last panel? Correct. Pakleds are incredibly fucking stupid. Like that’s their whole thing as a species in Star Trek. They have access to powerful tech and weapons but by more or less bullying people and taking it from them. They have no real intelligence of their own and blunder through space.
Dressed as Luddites, yes.
