The way I heard it he owes the billings PD five figures of back fees from previous visits and owes the venue another five figures. He had to claim mechanical issues as cause for the delay because nobody was going to let him in the door or provide event security until he sorted his overdue bills.
How could he possibly have records of something like that? Did the pilot land, get out and hand him a document attesting that the flight happened, who was aboard, and that an emergency landing was performed?
Any time an air emergency is declared the FAA will do an investigation.

But there is evidence that he believed this as far back as… last year.

Of course, this whole thing absolutely does not matter at all. The whole story was just a way to say “someone who knew Harris said bad things about her” which also doesn’t matter even if it’s true.
