Well my wizard is a blade singer with the shield spell activated so a 28 does in fact still hit
No because I’ve got over two dozen protective spells active!
Funnily enough, assuming 5e, wizards are the only class that stands a chance at dodging that. Stupid minimax with some magical items, but still

If it’s mid-level or above Pathfinder, no, 29 doesn’t hit
