I thought it was “Not Jobe” from Lawnmower Man 2: Beyond Cyberspace (1995).
I think the only time I’ve correctly identified Matt Frewer was in Orphan Black, and even then, I assumed I was wrong.
Shay Garner: Featured in the aforementioned TNG episode and as Uncredited in VOY s5e4 “In the Flesh”. Otherwise “known” for Flying aka Dream to Believe aka Teenage Dream, which features a slightly younger vampiric Keanu Reeves.
