The Joker seems to have some ability as a chemical engineer, a strategist, and a manager of goons of various different abilities. He’s better at any of those than he is as a comedian, though — which is what he’s mad about.
Not just a manager of goons, but a manipulator of people in general. He is one of the few that can even predict and manipulate Batman’s behavior sometimes. Which is not easy.
Those aren’t super powers though. But his condition protects him from Wonder Woman’s Lasso of Truth because he can never be sure of it…
