pretty sure they just make them. Hats are actually pretty easy to make. four panels, a bill. a note saying “don’t use for close-ups”
Especially if it doesn’t have to last more then a week.
They get them from the replicators
This may be the only time we see the back of Nog or Rom’s heads. Most Ferengi, other than Quark, wear those head curtains. The behind-the-camera reason for those is it simplifies the makeup process if you can just hang a cloth over the back of the actor’s head instead of affixing a prosthetic. (The prosthetic would need to be custom fitted to the actor, too, and Rom and Nog are nominally guest characters.)
There’s a handful of examples in “The Magnificent Ferengi.”
Get enough of 'em in a room and it’ll happen.
