Found this cool blog post listing European bike brands
Not all(most I assume) are made in Europe, I think Taiwan is one of the most common :(
This list is missing quite a few Dutch bike brands.
If I would list just a few of the major players of the top of my head, they would be:
- Gazelle
- Batavus
- Cortina
- Union

Check out Fidusa, a Greek brand that also makes hand made bikes.
But aren’t all frames basically from China? I’ve seen a report on how only America tride to protect their market.
Somehow I have in my mind that Taiwan is the most common manufacturing country for bicycles but I’m probably biased always looking at the more high-end cycling stuff. There Taiwan is lot more common than China

Yeah, mentioned that in the OP too because I think it’s rather important detail. I don’t know for sure that all are manufactured outside Europe, but most are for sure
At least the frame in some cinelli models is manufactured in Italy
