The agency will no longer shut down “any stage of energy production,” absent an imminent threat, a new memo says, and will curtail efforts to cut pollution in poorer areas.

What this means is that if industry is killing only, say 10% of the people around it, and doing it over a few years, they won’t take action to stop this. Especially if the affected people are poor or have the wrong color skin.
