The part of this discussion that doesn’t make a lot of sense to me yet is that largely, the tech jobs that are in play here can be done anywhere. FAANG + Microsoft can and do hire hundreds of thousands of people anywhere in the world.

If you off-shore the management too you: (a) piss off your US management / director class, and (b) wind up asking for things that get delivered wildly incorrectly because people in other cultures will just yes you to death, produce non-sense, not care, and later whistle over to the next contract and do the same.
