    Exempting “caregivers” outright is a very tricky thing to do unfortunately, as it opens it up to massive amounts of fraud.

      Even in your regressive fever dream that you’ve invoked with no evidence, the wealthiest country in the world can afford to give healthcare to all of its citizens and simply chooses not to in order to sate the corporate middlemen who bribe its officials to do so; “fraud” would just be more people having access to the services everyone in every developed nation except the US already has access to.

        Do some reading on the NDIS in Australia. Fraud galore. Couple are both registering as each others full time carers and both getting all expenses paid everything, among all the other types of fraud.

          I would abide a hundred people engaging in fraud if it gave just one family the chance to live a normal life. You’re so focused on the few gaming the system that you’ve completely forgot the entire point of the program.

            It’s never just a few though.

            You have to focus on making sure it’s accessible only to those who genuinely need it, otherwise it will be abused beyond belief and will need to be stripped back to the point of uselessness.

            Remember that these things are tax payer funded. There’s not unlimited money. Funding 100 fraud cases just to fund a single actual person in need doesn’t work, and should never be looked at as acceptable.
