GTA 4 was something of a ‘flop’. The cars were very hard to steer at high speeds. That’s pretty much the worst case scenario. A car driving game where the cars aren’t fun to drive. The only way they could screw it up worse than that is if was full of micro transactions.
Yeah I’d forgotten about what a dud GTA 4 was. Not just the driving, the faux-HDR or whatever you call it really did not work on my TV so it kept alternating between too dark to see anything and everything washed out white. Basically made it unplayable. I’m sure it looked amazing on the developers’ high spec LCD monitors, but it was ass on my CRT.
On PC at least it was probably because of the requirements. It was pretty rough on PCs. Works better using Proton than it did with Windows Vista or 7, though you can compile dxvk or whatever for Windows too to make it better now. On consoles, you needed a 2 year old console rather than a 4 year old one so I suspect fewer people had them this early into the generation. Later on, you’d get GTA V on the same generation.

I felt GTA 5 had awful driving. It’s one of the big reasons I didn’t enjoy it.
I don’t remember it being a flop at all. I remember people loving it.
