Well I personally think Zek had managed to find a woman whom genuinely interested him on a deeply intellectual level and they hit it off. Which is good given how quickly he started to decline. Think of what would have happened if an ambitious woman showed up that had hoped to use his decline for their own ends in a more selfish manner.
Preaching to the choir. He’d reached a point where he was ready to hand over the reigns. The fact that Ishka had the wherewithal and guts to push for reforms is narrative happenstance.
