Both are quite plausible explanations but I’d guess he’s more terrified of a small crowd than a shooter since given the security precautions, the first is far more likely than the second.
I live in Louisana and personally know at least 5 people who have traveled to DC specifically for the inauguration. He might not have enough people to sate his appetite but there’s going to be quite a few people there.
