Mine do both.
What usually happens is one gets inside and the other decides to lay on top to ruin the party.
I’m thinking the manufacturer doesn’t understand how cats prefer to lay on them.

I got my dog one because she loved being covered by blankets, and she did the same thing. And then insisted on having a blanket over her anyway. On the plus side, she loved the bed in her own way.
lol, my cats have the same beds and they do the exact same thing. We just leave them flat now, they won’t stay puffed more than an hour
You did not buy one cat bed, you bought two. Keep popping it up and occasionally they will go inside.
If cats love one thing more than everything else, it’s doing whatever the fuck they feel like at any given moment. Options keep them engaged.
