I could envision, say, Biden saying “While, yes, we have a shortage here in the USA, other countries are doing worse. So I’ve authorized the CDC to ship a few pallets to Russia since they are having a tough time sourcing materials. Because that’s what good neighbors do. So I’m asking our people to be extra diligent, rolling back any unnecessary travel and meetings until we have restocked our tests.”

Our “essential workers” couldn’t find tests to keep their families safe, while he was shipping them out.
