Most of the writers apparently didn’t like coming up with “technobabble” and would often just marked it in the scripts as (TECH), the science advisor André Bormanis would then be tasked with making up the “junk” phrases and concepts to be used.
The term technobabble was eventually used by the character Q, the writers enjoyed getting to express their frustration with the task through his complaint.
