Alberta may be conservative by Canadian standards, but I think they’ll end up as a collection of blue states if you did that. America is quite far to the right ward on average.

The plan seems to be to reduce the proportion of Democrats in existing blue states to tilt them red for the EC, and to break up large red states to maximize the number of Republican senators without hurting their standing in the House or EC.
