It’s peak anime up until after that. Then the author introduces a crazy ass game with crazy ass rules. Gets tired of it a 3rd of the way through, speed runs to an ending and just calls it quits.

They do it because they themselves treat people differently based on if they are a part of the in group or not and don’t want anyone mistaken them for the out group.
Building entire religion on idea that no matter what you do, god will forgive you and allow you into paradise if you only confess your crimes to the right institution, may have been a bad idea.
