      It’s illegal to sell unless you were rich, powerful, and connected enough to be one of the few people granted a State permit. I’m sure allocation of said permits had absolutely nothing at all to do with campaign donations, or promised future favors. Given that a permit is essentially a license to print money, there’s no way the people who have them will ever allow the laws to be opened up to more people.

            Yeah, I can see the miscommunication. The name means red beard in Yiddish, but the kind of people who might have that name are Jewish. I saw “German” and assumed the translation of the name was referring to the language, not considering that they were referring to the people.
