This looks like a pretty typical case of deed washing. Farmer donated the land to the city with the deed that it should be used for a park. City bounced it around through a few other entities before eventually selling it to the data center company for 10 million. The specifics of this case are going to depend on what exactly was in that deed and how or if it covered selling the property.
Looks like the local Court bounced it, but with any luck they will appeal to a court not made of good old boys.

Yeah they did that with the old dairy (the one my great great grandparents had, not the one my grandparents had). The family donated it to state of Utah to be used as a public park. The state decided to sell it to make a private golf course instead.
